Bossier Parish Community College (locally referred to as BPCC) was estabslished in 1967 by the Louisiana State Legislature as a test of the practicability of two-year commuter colleges. The institution opened as a pilot program for grades “thirteenth” and “fourteenth” of the Bossier Airline High School.

BPCC commenced classes with five full-time faculty and just over 100 students. The original faculty included BPCC’s speech teacher Edwin T. “Eddy” Shell. Elected as a member of the Bossier Parish Police Jury in 1991; Shell’s forty year teaching career at BPCC ended in 2008 when he died from cancer.

In 1973, the institution established its official name as the “Bossier Parish Community College” and broadened its academic offering to include both day and evening courses. Special programs were also implemented in an attempt to extend educational opportunities to Barksdale Air Force Base military personnel.

BPCC began offering students non-academic classes in 1977 and from 1979-1984 was accredited to offer the Associate of Occupational Studies degree. Renamed the Criminal Justice Institution in 1984; the Northwest Louisiana Police Training Academy was established as a service to ten northwest parishes located in Louisiana. As a result criminal justice, office administration, and business administration two-year degrees were created at BPCC. The Respiratory Therapy Technology program at BPCC was launched in 1978 and a data processing associate degree was approved in 1984.
